Improvements To Peel Water And Wastewater Facilties Well Underway And Below Budget
(Brampton) – Upgrades and expansions to three of the Region’s South Peel water and wastewater treatment facilities are progressing ahead of schedule and below budget.
“We had to look outside of how we normally manage projects in order to fast track timelines,” says Mitch Zamojc, Commissioner of Public Works. “The competitive schedule and pricing we obtained is attributed to smart decision-making by Council, including major equipment pre-purchase, contractor pre-qualification and hiring the most qualified engineering consultants.”
“We are nearing completion of the expansions and staff is able to report a surplus of $20 million, which is being put back into capital reserve funds,” says Zamojc.
Each plant expansion was split into a number of construction contracts to speed up the work and minimize construction impacts to residents, businesses and the environment. A total of 21 contracts were awarded, many being completed simultaneously.
The original budget for the upgrades was approved at $552 million in order to implement new technologies to reduce odours at the Lakeview and Clarkson Wastewater Treatment Facilities, to improve taste and odour removal at the Lakeview Water Treatment Facility and to increase capacity at all facilities to meet future growth needs.
“Of primary importance was the need to reduce the impact on the local community,” says Elaine Moore, Chair of the Public Works Section of General Committee. “New, state-of-the-art technologies have been installed to effectively control odours as well as to significantly reduce the truck traffic.
At the end of construction, Peel will have the largest wastewater fine screen facilities in North America. Lakeview Water Treatment Facility will be the largest plant using integrated ozone/activated carbon and membrane filtration in the world, while the Lakeview Wastewater Treatment Facility will be the largest plant incinerating biosolids in the world.
The expansions have increased capacity to 448 megalitres per day (ML/D) at the Lakeview Wastewater Treatment Facility and to 200 ML/D at the Clarkson Wastewater Treatment Facility. Upon completion, the Lakeview Water Treatment Facility will have a capacity expansion of 820 ML/D.
